Campaign Legal Center Reacts to Congressional Stock Trading Legislation Developments
On December 16, 2025, Campaign Legal Center sent a letter to the House of Representatives in support of the bipartisan Restore Trust in Congress Act, urging all members of Congress to sign a discharge petition that would advance this bill to the floor. This legislation would ban congressional stock trading. In the following days, House Democrats introduced another proposal that is similar but would extend the rules to the president and vice president.
Kedric Payne, vice president, general counsel and senior director for ethics at Campaign Legal Center, issued the following statement:
“Campaign Legal Center agrees that all elected officials should be held to the strongest possible ethical rules on stock trading. Nevertheless, the Restore Trust in Congress Act is a consensus proposal with robust bipartisan support and a strong chance of becoming law. It’s time to deliver a solution that Americans have supported for years and finally deliver overdue accountability for our elected officials. Congress should move forward with its passage without delay."
