None of those districts strictly qualify as majority-minority districts since their voting-age populations aren't over 50% Black, according to Mark Gaber, senior director for redistricting at the nonpartisan Campaign Legal Center in Washington, D.C. Lawmakers are allowed to use race as a factor when they redistrict, though, according to Annabelle Harless, the Campaign Legal Center's senior legal counsel for redistricting. It only becomes a potential legal problem if they let race predominate over other criteria.
