Juliana joins Campaign Legal Center after over a decade as a human rights litigator at the Open Society Foundations’ Justice Initiative, practicing strategic transnational litigation across the different areas of work. Most recently, Juliana led the Litigation Practice team, overseeing the program’s litigation docket and case management systems, as well as coordinating with external counsel across multiple jurisdictions. She also was an inaugural Aryeh Neier Fellow, working on equality and inclusion issues, including the right to citizenship and documentation of identity. Prior to joining Open Society Foundation, Juliana was an assistant professor of law and director of the Center for Studies in International Law at Pontificia Universidad Javeriana in Bogotá, Colombia. Her research and teaching focused on forced migration, socioeconomic rights and comparative human rights. She has also worked as a fellow in the office of the United Nations High Commissioner for Refugees in Washington, D.C., and as a postgraduate legal fellow at the Human Trafficking Clinic at the University of Michigan. 

Juliana is a graduate of the University of Michigan Law School, where she was a Michigan Grotius Fellow and a Program in Asylum and Refugee Law scholar. She also holds Bachelor of Laws (LLB) degrees from Pontificia Universidad Javeriana in Colombia and the University of the Basque Country in Spain. She is admitted to practice law in New York. Juliana joined CLC in 2026.
