David is an experienced litigator and voting rights professional. Prior to joining Campaign Legal Center, he was a counsel with American Oversight, working to promote government accountability and transparency through state and federal public records litigation. He previously developed and ran a sophisticated voter protection program in Wisconsin, which included a first-ever absentee ballot cure program, full-time voter assistance hotline, statewide volunteer poll observer operation and extensive outreach to state and local election administrators. Before his time in Wisconsin, David was an associate at the New York litigation boutique Clarick Gueron Reisbaum and at Covington & Burling. He also clerked for the Honorable Lewis A. Kaplan on the U.S. District Court for the Southern District of New York. Prior to law school, David worked for five years as a legislative assistant in the U.S. Senate. 

David is a graduate of the Georgetown University Law Center (J.D., 2014) and Harvard University (A.B., 2006). He is admitted to practice law in the District of Columbia and the State of New York, as well as the bars of the U.S. Court of Appeals for the Ninth Circuit and the U.S. District Courts for the District of Columbia and the Southern District of New York.
