“A lot of states that had very restrictive mail-in voting rules eased some of those to allow folks to vote by mail, and you saw near uniform appreciation of that from the voters. What this bill does in part is ensure that type of no-excuse, universal mail-in voting is available to voters across all of the states,” said Mark Gaber, director, trial litigation at Campaign Legal Center (CLC). “It is possible that if there is no way to pass the whole bill that there would be a way to pass important parts of it,” said Trevor Potter, president of CLC.
