Kedric Payne, vice president and general counsel at the Washington-based nonprofit Campaign Legal Center, said “when we look at this type of funding, you can either be optimistic or pessimistic. From an optimistic perspective, there should be a right way to be able to get funding to a district to help that district. In a pessimistic way, and in a way that happened back in 2010, that process for getting funding to a district can become corrupt.”
