Aaron McKean, legal counsel for the Campaign Legal Center, says it's difficult for regulators to determine if money spent by candidates from campaign donations was used properly under state law. "It might be legal to pay for these services but are you actually getting services that are true services, that you're not just funneling through a company and saying 'Oh, I received these services,'" McKean said. Hill is currently facing heightened scrutiny as he vies to replace Glen Casada as House Speaker. Casada was forced out amid a scandal largely involving sexually explicit text messages he sent about women.
