“Nevada is about to go from the embarrassing distinction of having one of the most complicated and draconian laws in the country to be among the most democratic and inclusive of formally incarcerated people,” Blair Bowie, a fellow at the Campaign Legal Center in Washington, D.C., told ThinkProgress. The bill is one of several ways Nevada Democrats have sought to increase voter turnout since taking control of both the governor’s office and the state legislature following the November 2018 midterm elections.
