“The problem is the appearance of special access that the clients of the lobbyist have with the White House and other parts of the administration,” said Kedric Payne, general counsel and senior director of ethics at Campaign Legal Center, a nonpartisan Washington group that advocates for more campaign and government transparency. “It affects public trust.” Mr. Payne said the White House should develop clear policies about who in the executive branch lobbyists are permitted to meet with and make those interactions known to the public.
