Campaign Legal Center, along with co-counsel, filed a brief explaining why a federal court’s consent decree and the NVRA bar Arizona from enforcing a documentary proof of citizenship requirement for voters who register to vote in federal elections using Arizona’s state form and bar Arizona from implementing a systematic purge program within 90 days of a federal election.
