On November 10, 2025, Utah's Third District Court ordered that the Legislature's new congressional map could not be used because it was drawn with political data, purposefully and unduly favored the state's majority party, and did not follow the state's neutral redistricting criteria, all in violation of Proposition 4. The court ordered that one of Plaintiffs' proposed maps be used starting in the 2026 midterm election. Additionally, the court ordered that S.B. 1011, which mandated the use of biased statistical tests when evaluating redistricting plans, unconstitutionally impaired Proposition 4's prohibition on partisan gerrymandering, and enjoined enforcement of the law.
