Preliminary Injunction Order on USPS Final Rule (D.Mass.)
On September 4, 2026, the U.S. District Court for the District of Massachusetts issued preliminary injunction orders in League of Women Voters of Massachusetts v. Trump and California v. Trump blocking a new USPS rule that would have created insurmountable hurdles for election administrators and resulted in the disenfranchisement of millions of voters who rely on mail voting.
The court relied heavily on the expert testimony of Tammy Patrick, who concluded that "[n]one of the Rule's requirements can feasibly be implemented before the November 3, 2026 General Election." CLC submitted Ms. Patrick's testimony in an amicus brief on behalf of our clients in LULAC v. Exec. Office of the President, a parallel case also challenging the USPS rule in the District of Columbia.
