Plaintiffs' Motion for Preliminary Injunction on Counts 16-21

Plaintiffs filed a motion for a preliminary injunction seeking to stop the implementation of a new law, passed in the midst of the remedial process. S.B. 1011 mandates the use of cherry-picked statistical tests that require the use of biased maps. This unconstitutionally impairs Proposition 4's anti-gerrymandering purpose and violates several provisions of the Utah Constitution.
