Holloway v. City of Virginia Beach: Second Amended Complaint

Campaign Legal Center filed a Second Amended Complaint in federal court on behalf of four individuals alleging that the 7-3-1 system of election set to govern future Virginia Beach city council elections violates the federal Voting Rights Act and the Virginia Voting Rights Act by failing to provide Black, Latino, and AAPI voters with an equal opportunity to elect candidates of their choice.
