CLC v. Iowa Values — Proposed Conclusions of Law

On July 18, 2025, Campaign Legal Center (CLC) submitted its Proposed Findings of Fact and Conclusions of Law in its citizen suit against Iowa Values, a group that raised and spent millions of dollars in secret money to support U.S. Senator Joni Ernst's 2020 reelection bid. The Proposed Findings of Fact and Conclusions of Law describe in detail how, between 2017 and 2020, individuals and entities associated with Ernst collaborated under the false pretense of acting on behalf of a "social welfare" nonprofit to support her 2020 reelection effort with millions of dollars from undisclosed donors, while evading federal campaign finance disclosure laws that require transparency about spending to influence elections.
