CLC Alleges Pop-Up PAC Targeting Kentucky Primary Violated Federal Reporting Rules

On June 1, 2026, Campaign Legal Center (CLC) filed a complaint with the Federal Election Commission (FEC) alleging that Kentucky 4th PAC, a “pop-up” super PAC that spent nearly $6.7 million on political ads attacking a Republican primary candidate in Kentucky’s 4th Congressional District (where primary challenger Ed Gallrein defeated incumbent Rep. Thomas Massie), violated federal reporting rules. Specifically, CLC’s complaint alleges that based on its reported independent expenditures in that election, the PAC was required — and failed — to file a pre-primary election report by May 7, 2026, 12 days before Kentucky’s primary elections. As a result of the PAC’s failure to file this required report, voters were denied information about who provided the millions of dollars funding the PAC’s political ads.
