Campaign Legal Center Submits Written Testimony to the U.S. Senate Judiciary Committee for its Hearing on “Enforcing” Louisiana v. Callais
On May 19, 2026, the U.S. Senate Judiciary Committee held a hearing on “Enforcing Callais: Implementing the Supreme Court’s Command Against Racial Gerrymandering.” In response, Campaign Legal Center (CLC) submitted a written statement for the congressional record, explaining the disastrous consequences of the Court’s ruling and urging Congress to undo its harm by restoring strong nationwide protections for the freedom to vote. This statement outlines how the Callais decision was not a reliable interpretation of the Constitution or federal law, but a profound setback for our multiracial democracy and the right of every American to make their voice heard through our elections. It summarizes how the Voting Rights Act (VRA) has served as a vital tool for communities of color to challenge discrimination and secure greater equality under the law, including in cases that CLC has litigated, and it details the dangerous rollback of representational gains that is already underway in many states following the Callais opinion. Among other solutions, CLC calls on Congress to pass legislation that restores and expands the VRA’s protections against racial discrimination in our elections, alongside measures to promote more accessible options for voting, ban partisan gerrymandering, and end the practice of mid-decade redistricting.
