Campaign-finance advocates who have opposed the rise of super PACs criticized the moves. David Vance of the Campaign Legal Center said the pro-Perry super PACs’ plan “speaks to the myth that these are not just extensions of the campaign.” Super PACs, he said, “are just a way of avoiding contribution limits to make sure [campaigns] can be bankrolled by seven-figure checks if they no longer have the popularity to sustain themselves through capped contributions.”
