In 2010, a Supreme Court ruling that paved the way for corporations to donate to super PACs said that disclosure would serve as a counterweight to the flood of donations that would come. Now, Mr. Ryan of the Campaign Legal Center said, “We have all the money. We have little of the promised disclosure.”
