“Contribution limits are meaningless in the super PAC era,” said Paul Ryan, of the watchdog group Campaign Legal Center. His group has filed FEC and Justice Department complaints against the Bush super PAC and has raised objections about the Fiorina super PAC and the work of Correct the Record, another super PAC supporting Clinton’s candidacy. (Correct the Record says it is openly consulting with Clinton's campaign, arguing that its role — limited to research and rapid response — exempts it from coordination rules.)

“Handing a big check to a super PAC that is tied to the hip of a campaign is just as corrupting as handing a big check to a campaign,” Ryan said.
