In the 2016 election, 328,000 formerly incarcerated Texans were prevented from voting because of these debts, according to a 2019 report by the Campaign Legal Center and Georgetown Law's Civil Rights Clinic. The authors of the study likened these rules to a "modern-day poll tax."
