“The dark money daisy chain scheme that Kelsey engaged in seemed like a clear effort to bypass the ban on using state campaign funds in federal elections,” said Brendan Fischer, director of federal reform at Campaign Legal Center. “Voters in 2016 who saw ads from American Conservative Union supporting Kelsey would have had no idea that the ads were actually financed by Kelsey and coordinated with his campaign.”
