Paul Ryan of the Campaign Legal Center called it “absurd” to consider AEF’s fundraising and spending on behalf of Perry to constitute anything less than an outside group helping a presidential hopeful “test the waters.” But he admitted that the Perry and AEF relationship “highlights the fact that line drawing at the end of the day can be tough with respect to some of these activities.”
