“Partisan gerrymandering—strictly speaking—is when one side has an advantage in a redistricting plan. In this country, we elect our legislators to represent districts,” said Ruth Greenwood, co-director of voting rights and redistricting at Campaign Legal Center. “To the extent that a legislative, House, and Senate district is skewed away from where the voters actually exist, that is partisan gerrymandering.”
