"The reason that there is this separate 48-hour reporting requirement for last-minute contributions is because the public interest in knowing about a candidate's financial support is amplified. The public does have a right to know who is financing a candidate, where a candidate's big donations are coming from," said Brendan Fischer, the federal reform program director at the Campaign Legal Center.
