EPA ethics officials went outside the agency for help after they learned about former Administrator Scott Pruitt's lease of a lobbyist-tied condo on Washington, D.C.'s Capitol Hill. Before its release, a draft of that second memo was shared with Walter Shaub, the former Office of Government Ethics director who became a vocal critic of the Trump administration and joined the Campaign Legal Center. CNN first reported on Minoli's second memo, saying it was shared with the cable news outlet by Shaub's then-employer, the Campaign Legal Center.
