Editorial: Cracking down on ‘zombie’ campaigns

Last month, acting on a complaint by a watchdog group called the Campaign Legal Center, the Federal Election Commission ordered Stearns to reimburse his campaign account for $15,000 that the agency determined had been spent on personal expenses. Under FEC rules, former candidates can reimburse donors, pay off campaign debts, contribute to other candidates or charities, or fund costs for moving home from Washington.
