Donald Trump’s presidency and its aftermath could test whether guidelines in the Constitution sufficiently address some of the complex political issues of modern America. “The new John Lewis Voting Rights Act will establish a new preclearance requirement for those states and local governments that within the last 10 to 25 years have engaged in racial discrimination,” said Gerry Hebert, a lawyer who specializes in voting rights.
