One of the witnesses, Paul M. Smith, an attorney for the Campaign Legal Center who has argued multiple times before the high court, testified that "the least sensible Supreme Court rulings have come about when the court disregards the evidence in the legislative record or the trial record and relies on factual assumptions that do not turn out to be remotely accurate." The Campaign Legal Center's Smith echoed that sentiment, saying that Citizens United "led directly" to the creation of behemoth dark-money political action committees known as super PACs and called the Shelby County ruling "equally troubling."
