A legal complaint made public Tuesday afternoon alleges Josh Hawley's Senate campaign coordinated with the National Rifle Association Political Victory Fund to provide illegal in-kind contributions through a series of shell companies.

The complaint before the Federal Election Commission, filed by the Campaign Legal Center on behalf of the Giffords Center to Prevent Gun Violence, concerns actions by Bradley Todd, a consultant to the Hawley campaign. The CLC's lawyers alleged Todd and a series of shell companies associated with him coordinated with Hawley and the NRA-PVF to finance at least $973,411 in coordinated advertising. Lawyers alleged this would mean in-kind contributions by the NRA-PVF well beyond the $2,700 limit set by federal law.
