Watchdogs say that because there’s far less policing of leadership PACs than of campaign committees, lawmakers are able to spend PAC money for their own purposes.

“The limit is only on how creative your campaign lawyers are and how far you want to push the envelope,” said Meredith McGehee, policy director for the Campaign Legal Center in Washington. ...

McGehee said that, for many lawmakers with presidential ambitions, a leadership PAC can be one way of testing the waters to determine whether they have the fundraising muscle to mount a serious bid.

“This is a must-have,” she said.
