North Dakota, meanwhile, has moved to vote-by-mail for the June 9 primary to prevent the spread of the coronavirus. But there are potential problems for voters, too, according to the Campaign Legal Center. The state requires that a voter's signatures on the absentee ballot application and the returned ballot match, but the ruling by an individual elections official can be unfair to people with disabilities, says Corey Goldstone, spokesman for CLC.
