Van Hollen v. FEC: Plaintiff's complaint

Plaintiff Chris Van Hollen's complaint against the FEC. Van Hollen requests that the Court declare that 11 C.F.R. § 104.20(c)(9) is contrary to law, arbitrary and capricious, and invalid; that the Court remand 11 C.F.R. § 104.20(c)(9) to the FEC for further action consistent with such declaration; that the Court retain jurisdiction over this matter to monitor the FEC's timely and full compliance with this Court's judgment; and that the Court grant such other and further relief as it deems proper.
