Plaintiffs’ Opposition to Defendants’ Motion to Dismiss

Plaintiffs filed a brief in opposition to the Legislature’s motion to dismiss their suit. The lawsuit alleges that the Legislature unconstitutionally repealed Proposition 4 and enacted a congressional plan that violates the substantive and procedural requirements of Proposition 4.
