Reply brief of Petitioners Arizona Free Enterprise Club’s Freedom Club Pac, et al. The Petitioners argue that the Act is an effort by the State of Arizona to manipulate the speech-related decisions of candidates and independent groups in campaigns. Also, the Court did not permit the government to engage in such “dangerous business” in Davis and it should not do so here.
