Letter to Missouri Senate on Proposed Constitutional Amendment on Redistricting

CLC sent a letter to the Missouri Senate Committee on Rules, Joint Rules, Resolution and Ethics on May 17, 2018 opposing their proposed constitutional amendment on redistricting. CLC is arguing that using the citizen population instead of the total population for one-person-one-vote purposes will disenfranchise minority communities by undercounting both citizens and non-citizens.
