CLC Comments on Meta Oversight Board Case Involving Manipulated Electoral Content

On October 24, 2023, Campaign Legal Center (CLC) submitted a public comment to the Meta Oversight Board regarding a case in which a Facebook user uploaded a manipulated video of President Biden intended to deceive viewers about Biden’s actions in the video. CLC’s comment urges Meta to revise its manipulated media policies to capture media content that is manipulated to deceive voters regarding a candidate’s speech or actions. Moreover, in light of the potential threat of incredibly realistic manipulated media made or altered with artificial intelligence (AI), CLC recommends that Meta adopt policies that prohibit deceptive AI and require disclaimers for the use of AI in creating or substantially modifying media content, thus ensuring that voters have the necessary information to make an informed decision when casting their ballots.
