CLC and CCRI Comments on Rhode Island Rulemaking Regarding Independent Expenditures, Electioneering Communications, and Covered Transfers
Campaign Legal Center submitted public comments to the Rhode Island Board of Elections regarding a proposed rule relating to independent expenditures, electioneering communications, and covered transfers. CLC’s comments include a discussion of the need for regulatory guidance and the constitutionality of the statute and the proposed regulations, which together promote democratic self-government and responsive officeholders, help to prevent corruption and the appearance of corruption, prevent circumvention of contribution limits, and protect Rhode Island voters’ right to know who is spending big money to influence their votes.
