CLC Alleges Straw Donor Scheme Funneled $150,000 to Pro-Burgum Super PAC

On February 6, 2024, Campaign Legal Center (CLC) filed a complaint with the Federal Election Commission (FEC) alleging that unknown persons used an obscure North Dakota entity called Head East, LLC (Head East) to funnel a $150,000 contribution to a super PAC, Best of America PAC (Best PAC), supporting North Dakota Governor Doug Burgum’s 2024 presidential campaign. Head East has no public footprint and there is no indication that it engaged in any activity during the 15 days between the LLC’s formation and the date of the contribution to Best PAC, strongly suggesting that the LLC was used solely to illegally funnel a contribution to a super PAC while concealing the true contributors’ identities. As such, CLC’s complaint alleges there is reason to believe that Head East and the unknown persons who used Head East to make a straw donor contribution to Best PAC violated the Federal Election Campaign Act (FECA).
