“If you don’t have the evidence but you go to court, that is an abuse of the system,” said Rob Weiner, senior consultant on voting rights Campaign Legal Center. “In court room, you have a duty to care under the court, and that is strictly enforced. Outside the courtroom, you do have a general obligation not to engage in deceit or misrepresentation. However, that pledge is really not as rigorously determined or enforced as the obligation regarding your conduct in court.”
