Jonathan Diaz is an attorney with the Campaign Legal Center. He says voter id is a highly partisan issue and what he believes is meant to keep minorities from voting. He cites studies that show in-person voter fraud is rare. The Brennan Center for Justice did a study that looked at 1 million votes cast over 14 years and found only 31 instances of in-person voter fraud. The Justice Department under President Bush did a similar study and found 26 instances of voter fraud over five years.
