USA Today: 2016 'Candidates' Build Campaigns-In-Waiting

"Most people would not believe claims that Hillary Clinton or Jeb Bush haven't decided they are going to run," said Paul Ryan, a lawyer with the Campaign Legal Center watchdog group. "Assembling campaign teams doesn't look like somebody who is trying to make up their minds."

"In this election cycle," Ryan said, "we've seen the campaign-finance laws bent beyond recognition."
