Campaign finance reformers have criticised the pre-announcement theatre of the presidential campaign as a blatant attempt by candidates to avoid contribution limits by pretending not to be candidate while still raising money like a candidate. In 2011 the Campaign Legal Centre released a report denouncing this non-candidate fundraising, stating, "If it walks like a duck and quacks like a duck, you can be reasonably sure it is a duck."
