In July 2018, researchers at the Campaign Legal Center noticed unusually large donations from Global Energy Producers to conservative super PACs just months after the entity had been incorporated, and they decided to do some investigating. “We were keeping an eye out for a certain set of circumstances where there’s a big contribution to a super PAC from an LLC that just formed,” said Brendan Fischer, director of the federal-reform program at the CLC. Their findings eventually led to a Federal Election Commission complaint that served as the jumping-off point for the federal investigation into Fruman and Parnas.
