“It’s not prohibited under the federal campaign finance law. People realize all of a sudden that you can raise money like that, and there’s not a lot of restrictions on what you do with it,” said Lawrence Noble, senior counsel at the Campaign Legal Center, a nonprofit that works on campaign finance and other issues. ...

Despite those findings, the commission ruled that the PACs’ actions weren’t fraudulent, and no punishment was handed down. Noble said PACs are protected by careful phrasing of their solicitations.

“They’re not saying it’s him. They’re saying they’re supporting him, or they want to support him. There’s not a lot necessarily that you can do if they operate in that grey area,” Noble said. ...
