With Justice Anthony Kennedy the likely deciding vote, the U.S. Supreme Court waded into the dispute over whether the Constitution allows state officials to design state and congressional districts that give one party an unfair political advantage.

During a one-hour oral argument that exposed the deep divisions among the justices themselves, Paul D. Smith, an attorney representing opponents of the Wisconsin map, said that state’s GOP officials want “a free pass to continue using an assembly map that is so extreme that it effectively nullifies democracy.”
