That was partly because many people didn’t know what the program was or weren’t motivated to use their vouchers, making voter education about a program like this integral to its success, says Campaign Legal Center counsel Aaron McKean. “One big drawback of voucher programs is that it’s new,” he told Vox. “People are going to have to learn how to use them. That really falls on the agency and the government body that’s starting the program in terms of the voter education they need.”
