Legal Counsel, Campaign Finance

Position Summary

CLC is seeking a Legal Counsel to help us hold political actors accountable for violating the law and to help promote a democracy that is responsive to voters rather than wealthy special interests. The Legal Counsel will specialize in federal campaign finance law as part of CLC’s Federal Reform program team and will also collaborate with other teams, including policy and litigation.

The Legal Counsel’s work will include conducting legal and factual research for administrative complaints filed with the Federal Election Commission and other government agencies, developing regulatory comments and petitions, analyzing and drafting federal legislation, creating advocacy materials that make the case for legislative or regulatory reform, and working closely with other teams and coalitions to support reform efforts. As needed, the Legal Counsel may also participate in the campaign finance program’s litigation docket. This position reports to the Director, Federal Reform.

The ideal candidate will have an interest in campaign finance law, and will be creative, resourceful, and committed to holding the powerful accountable.



  • Conduct legal research, writing, and advocacy in support of CLC’s Federal Reform program, including: 
  • Investigating and drafting FEC complaints 
  • Researching and writing FEC rulemaking and other regulatory materials
  • Drafting white papers, blogs, op-eds, and other policy and advocacy materials 
  • In collaboration with the rest of the federal reform team, conceptualize and execute investigative projects, develop strategy, and identify opportunities.
  • Other duties as assigned 



  • One to five years of legal experience
  • Strong research, writing, and analytical skills 
  • Proven ability to work both independently and as a flexible and collaborative member of a team
  • Ability to meet deadlines, work under pressure, and simultaneously manage multiple projects 
  • Demonstrated interest in campaign finance law and overall mission of CLC
  • Active membership in the DC bar in good standing, or eligibility to waive into the DC bar
